JICA研修の修了アンケートで弊社を取り上げていただきました

JICA研修では修了にあたり参加者によるに研修プログラム評価アンケートが実施されていますが、最終設問の作文「日本での経験」(回答任意)で参加されたドミニカ連邦のバーノン様に弊社を取り上げていただきました。



 JICA(独立行政法人 国際協力機構)による「情報化推進のためのリーダー育成コース」研修が、2009年10月13日から11月27日の期間開催されました。

 参加された研修員のうち、ドミニカ連邦のバーノン様より、任意作成の作文「日本での経験」(Essay on your experience in Japan (Optional))の中で弊社を取り上げていただきました。

The Ministry of Internal Affairs and Communication developed the u-Japan strategy in 2005 which stated that 100% use of high speed and super speed internet across Japan by 2010. In 2009, the current status of households serviced by Broadband is 98.3% and super high speed broadband is 86.5 %. This translates to about 100,000,000 households with no form of internet access across Japan therefore creating digital divide.



The provision of broadband internet access to under populated rural areas in Japan might not seem to be a problem but if you speak to Hisashi Misu, president of Kansai Broadband Corporation (KBC) you would get a much different understanding of the problem. This means that Japan is slow in building its communication infrastructure set out by the u-Japan strategy.



KBC has taken up the challenge to bridging the digital divide in Japan and in 2008 began an impressive communication infrastructure development programme with construction of thirty five (35) station in the Kumamoto, Oita, Fukuoka, Saga, Kumamoto, Ehime, Kagawa, Osaka, Tottori, and Niigata prefectures. The communication infrastructures expanded by twenty-five (25) service station DSL, Optical wireless LAN stations in 2009 in the Kumamoto, Kagoshima, Kochi and Fukushima prefectures.



In later half 2009, there are future plans and proposals to further expand the communication infrastructure by eighty (80) service stations in the Kagoshima, Kumamoto, Oita, Ehime, Fukushima and Miyagi prefectures with Fiber Optic, Wireless, and IP Networks. The company still has plans to expand and has targeted the Shobara, Ishikawa, Tochigi, Iwate, Akita and Hokkaido prefectures for the 2010 financial year.



The importance of the broadband as a communication tool cannot be under estimated because it is necessary to change the way people thinks, get citizens involved governmental decision making, support the elderly, medical care, education, industry for employment and change business processes to increase effectiveness and efficiencies.



The expansion of the communication network in Japan does come with its challenges in the area of cost, topography and timing. The problem looks insurmountable because large companies do not want to get involved in broadband for rural areas because of the prohibitive cost but KBC is committed to working with local government and private corporations to develop new business model by creating business of extremely high social value to close the digital divide in urban and rural areas in Japan.



The other noticeable system developed by KBC to bridge the digital divide is the Multilingual User Interface (MUI). The MUI system automatically translates the web site in three languages (English, Japanese and Chinese) dependant on the users preferred language.



The methodologies and technology mix KBC adopted in resolving the digital divide in Japan can be replicated in Dominica because we have similar mountainous terrain.



An effort worth commending.

総務省は、2005年u-Japan政策を策定し、2010年までに国民の100%が高速、超高速を利用可能な社会の実現という目標を掲げた。2009年、ブロードバンドの高速インターネットアクセスと超高速アクセスは、それぞれ98.3%と86.5%を達成した。この数字が示しているのは、日本のおよそ百万世帯が未だにインターネットに接続されておらず、デジタルデバイドが生じているということである。



日本の過疎地にブロードバンドを接続するのは、それほど問題ではないと思うかもしれない。しかし、関西ブロードバンド株式会社の代表三須に話を聞くと、問題は非常に深刻であることがわかる。彼に言わせれば、日本のu-Japan戦略に掲げられた通信インフラの構築が遅々として進んでいないことを意味するのである。



関西ブロードバンド社は日本のデジタルデバイドを解消すべく、果敢な挑戦をしているのである。そして、2008年、熊本、大分、福岡、佐賀、愛媛、香川、大阪、鳥取、新潟を含め、35の局舎を造り、通信インフラの構築という素晴らしいプログラムに着手したのである。2009年、熊本、鹿児島、高知、福島県で25のDSL施設、光ファイバー無線LAN施設の整備を行っている。



2009年の後半には、光ファイバー、無線、IPネットワークの接続拠点を鹿児島、熊本、大分、愛媛、福島、宮城の80局に広げる計画を策定した。さらに、庄原、石川、栃木、岩手、秋田、北海道にも展開する予定である。



コミュニケーションツールとしてのブロードバンドの重要性は、過小評価するべきではない。なぜなら、人々の考え方を変え、政府の意思決定プロセスに国民が参加することを可能にし、高齢者をサポートし、医療、教育、雇用のための産業、効率と有効性を高めるための業務改善等に必要不可欠であるからだ。日本における通信ネットワークの拡張には、コスト、地形、時期という面で課題がある。問題の克服は容易ではないように見える。大手企業は、莫大なコストを理由に過疎地を敬遠している。が、関西ブロードバンドは、地方自治自体や他の民間企業と協働し、新しいビジネスモデルの創造に取り組んでいる。都市部と過疎地のデジタルデバイド解消を目指すという、非常に社会的価値のある事業を展開しているのである。



また、多言語ユーザーインターフェイスシステムも開発し、一層の解消に取り組んでいる。ウェッブサイトを自動的にユーザーが希望する3言語(英語、日本語、中国語)に翻訳するシステムである。



関西ブロードバンドが日本におけるデジタルデバイド解消のために採り入れた手法、テクノロジーは、ドミニカも山地の多い地形であることから、応用することができる。



実に、賞賛すべき取組みである。








 一ヶ月以上あった研修の感想で弊社の事を取り上げて頂き、大変光栄に思います。皆様の心に響く企業を目指して、より一層努めてまいります。
